LAC Digital Citizen: open call

Open Call: April 21 to May 6, 2025 (first cohort of countries).

The Inter-American Digital Government Network (Red GEALC), as part of the “Digital Citizen Regional” Consortium—comprising the Inter-American Development Bank (IDB), the World Bank (WB), and Co-Develop (Digital Public Infrastructure Development Fund)—invites digital government agencies of OAS (Organization of American States) member states to express their interest in joining this regional initiative for the mutual recognition of digital identities that enhance access to digital public services.

This initiative aims to advance a secure and interoperable path toward the standardization of cross-border digital identification, in line with the roadmap presented at the Eighth Ministerial Meeting on Digital Government of the Americas (Brasilia, 2024). It builds upon the cross-border digital signature framework endorsed by the region’s countries during the previous ministerial meeting (Lima, 2022).

The initiative seeks to establish a regional digital identity broker, supporting countries with less progress in this area and ensuring no country is left behind. The goal is to facilitate cross-border digital services that allow individuals to use their national digital identities to access services in other countries.

Within this framework, Red GEALC will also promote the adoption of a regional governance model for the development, use, and maintenance of open-source digital public goods, as part of the regional digital public infrastructure architecture—building on the precedent set by the cross-border digital signature agreements.

Countries wishing to participate must submit the included letter of commitment, signed by the national digital government authority* (agency, secretariat, or ministry), to the following email address: facilitador@redgealc.org 

The Organizing Committee of the Initiative (a representative from the IDB, the World Bank, Co-Develop, and OAS as technical secretariat of Red GEALC), will review the letters of interest received monthly, starting with the first cohort of countries with those expressions of interest received before 11:59 p.m. (Santiago de Chile time) on May 6, 2025.
