The intersection of data governance and artificial intelligence (AI) is one of the cutting-edge areas of focus within Red GEALC. High-quality data in government is essential for the ethical and responsible use of emerging technologies like AI, to positively influence the strengthening of democracy and development. However, advancements in data governance across countries in the region are limited and uneven, hindering the optimal utilization of data by emerging technologies. While significant progress has been made in open data initiatives, countries lack policies and technical instruments to enable the definition and implementation of robust data governance frameworks.
The need for data governance instruments has been acknowledged by countries in the region. Through the Summits of the Americas, the General Assemblies of the OAS in 2022, 2023, and 2024, and the annual meetings of Red GEALC, governments have pursued significant commitments and mandates to reinforce the regional agenda on data governance, algorithms, and AI. This commitment is solidified by Resolution AG/RES. 3004 (LIII-O/23) on Strengthening Democracy, which calls upon the General Secretariat, through the Department for Effective Public Management,
“To work on the continued development of an inter-American agenda regarding emerging technologies in the digital governments of the Americas, particularly in relation to the ethical use of artificial intelligence policies, algorithms, and data governance, providing advice, accompaniment, technical support, or management funds to the Member States and inform the CAJP on the progress achieved.”
This thematic area is led by the OAS with the support of the International Development Research Centre (IDRC) of Canada.
This ad hoc group is a multilateral initiative aimed at defining guidelines among countries in a collaboratively way to promote data governance and artificial intelligence. The guidelines are intended to establish an inter-American framework that serves as a tool for adoption by countries. At the intersection of data governance and AI, it was necessary to convene an ad hoc group, composed of officials with suitable expertise and responsibilities in these two areas.
The group interacts with two advisory groups established by the OAS as part of this initiative: a civil society advisory group led by the organizations Iniciativa Latinoamericana por los Datos Abiertos (ILDA), Derechos Digitales, and Centro Latam Digital; and a private sector group led by the following ICT chambers: Cámara Colombiana de Informática y Telecomunicaciones (CCIT) of Colombia, CámaraTIC of Costa Rica, CamTIC of the Dominican Republic, and Cámara Uruguaya de Tecnologías de la Información (CUTI) of Uruguay.
The ad hoc group, along with the advisory groups, is facilitated by the Department for Effective Public Management of the OAS and receives collaboration from the Caribbean Open Institute (COI).
The group convenes monthly to prioritize and define guidelines during regular sessions and holds extraordinary knowledge exchange sessionon relevant topics.
